Create an audience from CSV list and a Webhook action

While we are migrating the remaining features from the legacy Messaging page to the new Campaigns page, you can use the following workaround to create a user audience with a CSV containing user IDs:

Steps:

1. Create a Webhook message in the Messaging page. Leave the URL field empty.
2. Upload your CSV list for audience targeting. Please check our docs for the limits and details first: https://docs.leanplum.com/v1/docs/user-id-list-targeting-beta
3. Send the webhook. The users won't experience anything, but the Sent event will be tracked in their user profiles
4. Finally, you are ready to setup your actual campaign and target all users that received the empty Webhook. Example audience:
   Total occurrences of <Empty Webhook> Sent is greater than 0
   *Always make sure to select campaign events from the autocomplete menu, instead of typing the entire name manually
