How to target the users from the holdback group of a campaign?
Answer
By design, when a holdback is added to a campaign Leanplum tracks two separate events related to the holdback test:
- Holdback Impression - this event is recorded for all the users that are targeted by the campaign;
- Held Back event for the messages that are part of the campaign - this event is tracked only for the users who are in the holdback group;

If the campaign is finished the only option available is to target by the "Held Back" event. You can add to the target the following filter:
Total Occurrences of "Message name" Held Back is greater than 0
Using this approach you will target all the users who have been held back from the campaign.
